CHINESE loan. WITH reference to your telegrams Nos. 14 and 16 of the 14th and 27th instaut respectively:

The day before yesterday I enquired of the Sceretary of State for Foreign Affairs as to the nature of the reply which the German Government intended to make to the communication from the United States Government. His Excellency, who appeared to be much opposed to the appointment of an American adviser, said that he would let me know as soon as the nature of the reply was decided upon, I have received as yet, however, no communication from him.
